Open Consultation on Revised Regulatory Performance Standards

The College of Licensed Practical Nurses of Saskatchewan (CLPNS) is inviting feedback on draft revisions to our Regulatory Performance Standards (RPS) Framework and Standards. This consultation is open to all of our valued partners.

Consultation closes: April 2, 2026.

Why we’re consulting

In January 2021, CLPNS adopted Regulatory Performance Standards to support accountability, transparency, and continuous improvement in how we regulate in the public interest. After several years of reporting and learning through implementation, we commissioned an external, independent review in fall 2025. The draft revisions reflect recommendations from that review and are intended to ensure the framework remains clear, relevant, and practical.

What’s in the draft

  • Traits–Actions–Outcomes (TAO) model: a structure that links what a regulator is (traits), what it does (actions), and what it aims to achieve (outcomes).
  • Right-touch regulation: the draft is intended to reflect proportionate, consistent, targeted, transparent, accountable, and agile regulation.
  • Clear components for assessment: the draft includes Outcomes (formerly referred to as domains), Standards, related Traits and/or Actions, and example types of evidence and measures to support assessment.
  • Assessment approach: a “Met / Partially met / Unmet” approach is proposed to support consistent reporting over time.

What we’re asking for feedback on

  • Overall impressions of the draft RPS Framework and whether it will help assess CLPNS’ performance
  • Whether the legislated outcomes/objectives provide a useful anchor for evaluating regulatory performance
  • The clarity and relevance of each Standard (including any gaps, redundancies, or items that feel out of scope)
  • Whether the Traits and Actions are concrete, observable, and appropriately framed for a regulator

Pre-Authorized Payment

The Pre-Authorized Plan (PPP) is a pre-payment option allowing LPNs to pay their licensure renewal fee in advance, directly from their bank account. Enrolling in the program avoids having a large lump sum payment near the end of the year.
